We have updated our Privacy Policy dated July 18, 2024 to update the contact email of our Data Protection Officer.
This JQCDN Privacy Policy ("Policy") outlines the personal information that JQCDN, Inc. ("JQCDN", "we", "us", "our" or "our") collects, how we use that personal information and your options for accessing or deleting it. " or "we"), how we use that personal information, and your options for accessing, correcting, or deleting that personal information.
JQCDN's Commitment Our mission to help build a better Internet is rooted in the importance of building trust with our customers, users and the global Internet community. To earn and maintain that trust, we are committed to communicating transparently, providing security, and protecting the privacy of data on our systems.
We keep your personal information private and confidential. We do not sell or rent your personal information. We will only share or disclose your personal information when it is necessary to provide our services or as otherwise described in this policy, unless we first provide you with notice and an opportunity to consent in such circumstances.
- Policy application This policy applies to JQCDN's collection, use and disclosure of personal information of the following categories of data subjects:
- participant: People who visit our offices or provide their information to JQCDN or JQCDN's representatives while attending JQCDN-sponsored events or other events in which JQCDN (and/or its representatives) is involved, as well as people who are involved in JQCDN's research (e.g., user experience research).
- Website visitors: People who visit our website, including those who may choose to provide an e-mail address or other contact information to receive communications from JQCDN, fill out surveys, or provide feedback. - Manage Users: The person who has login credentials for the JQCDN account and/or manages any services for the client. In some cases, the Admin User and the Customer may be the same person. In other cases, the Admin User may be an agent acting on behalf of the Client.
- Public DNS resolver users: Those who use JQCDN's 1.1.1.1 public recursive Domain Name System ("DNS") resolver service, including the 1.1.1.1 Home Edition ("1.1.1.1 Resolver"). Learn more about the 1.1.1.1 Resolver here.
- end user: People who access or use our customers' domains, networks, websites, application programming interfaces, and applications, or our customers' employees, agents, or contractors, to access or use the Services, e.g., JQCDN Zero Trust End Users.
- registrant: Users of JQCDN's domain name registration services. JQCDN is an ICANN-accredited registrar and complies with the 2013 Registrar Accreditation Agreement ("RAA").
This Policy does not apply to "Application Users" - individuals who use JQCDN's consumer-facing 1.1.1.1 Applications. For more information about the data collection and use practices of JQCDN's 1.1.1.1 Application and its related services, please see the 1.1.1.1 Application Privacy Policy.
This Policy also does not apply to our clients' domains, websites, APIs, applications and networks, which may have their own terms and privacy policies. Our Clients are responsible for establishing policies and ensuring compliance with all applicable laws and regulations (including those related to the collection of personal information) regarding the use of our Services by end users when interacting with our Clients.
JQCDN's website and services do not apply to, and are not designed to attract, individuals under the age of 18. JQCDN does not knowingly collect or share personal information from any individual under the age of 18. If we become aware that we have personal information about an individual under the age of 18, we will delete that information.
When JQCDN acts as a reverse proxy, our IP address may appear in the WHOIS and DNS records of websites that use our services. We are a conduit for information controlled by others. Our customers and their users are responsible for the content (e.g., images, written content, graphics, etc.) transmitted over our network.

- Name, Email Address and Other Contact Information: We may ask for and collect personal information, such as your name, address, phone number and email address, when you visit our offices, register for or participate in JQCDN-sponsored events or other activities, or participate in JQCDN research (e.g., user experience research).
- Images and Sound: When you participate in a JQCDN study, we may ask you to allow us to record your voice and/or images during your participation in the study.
- Website visitors
- Name, Email Address and Other Contact Information: We may request and, at your option, collect personal information from you when you submit web forms on our Site, including the opportunity to opt-in and agree to receive e-mail communications from us. We may ask you to submit such personal information if you choose to use the interactive features of the Site, including participating in surveys, contests, promotions, sweepstakes or research, requesting customer support, submitting feedback, or otherwise communicating with us. We will send such communications in accordance with applicable law.
- Log Files: As is the case when you visit and interact with most services offered over the Internet, when you visit our websites, including the JQCDN Community Forum, we collect certain information and store it in log files. This information may include, but is not limited to, Internet Protocol (IP) addresses, system configuration, URLs of referring pages, and regional and language preferences.
- Cookies and Other Tracking Technologies: We may use cookies and other information-gathering technologies for a variety of purposes, such as to provide us with information about how you interact with our Website and to assist us in our marketing efforts. You can view the full list of cookies and change your cookie preferences by clicking on the "Cookie Preferences" link at the bottom of the JQCDN home page (or the "Your Privacy Choices" link in the U.S.). Please note that if you disable cookies completely, JQCDN's website may not function properly. We may also use cookies and similar technologies to provide you with advertisements on third party websites based on your browsing activities and interests. In addition to exercising your cookie choices through our Cookie Preferences or Your Privacy Choices links, if you do not want cookies and similar technologies to be used to provide you with interest-based advertisements, you may opt out (or, if located in the European Union, the United States, or other countries, the United States and Canada) of these cookies by clicking here to opt out (or click here if located in the EU, UK or Switzerland). - Material Contributed in Interactive Areas: The Site may provide publicly accessible blogs, community forums, comment sections, discussion forums or other interactive features ("Interactive Areas"). If you choose to participate in any of these Interactive Areas, please be aware that any information you post in an Interactive Area may be read, collected and used by others who visit it. If you wish to remove your personal information from any of our Interactive Areas, please see Section 8 below.
- Clients and administrative users
- Customer Account Information: We collect contact information when you register for an account. Depending on the subscription level, this contact information may include your customer name, the account administrator's e-mail address, phone number, and address necessary to process payments and service deliveries. In addition, when you use the Services, we collect information about how you configure your account and the Services (e.g., firewall settings for the domain you manage). We refer to all of this information collectively as "Customer Account Information". Customer Account Information is necessary to enable you to access your JQCDN account and services. By providing us with any Personal Information, you represent that you are the owner of that Personal Information or have otherwise obtained the necessary consent to provide it. We also maintain logs that manage user activity (e.g., actions taken when configuring customer account settings).
- PAYMENT INFORMATION: We do not require customers to keep payment information with us unless they have a paid subscription to one of our services. When you sign up for one of our paid services, you must provide payment and billing information. The information you are required to submit depends on the payment method you choose. For example, if you pay by credit card, we will collect your card information and billing address, although we do not store full credit card numbers or personal account numbers.
- CRASH REPORTS: When our Service encounters an unexpected error, you may be asked to submit a crash report, which may contain Personal Information. You will have the opportunity to review the contents of the report before submitting it.
- Public DNS resolver users
- Limited DNS Query Data: We will collect limited DNS query data sent to our 1.1.1.1 resolver. Our 1.1.1.1 resolver service does not record personal information and most of the limited non-personally identifiable query data is only stored for 25 hours. You can learn more about our 1.1.1.1 resolver privacy commitment here.
Please note that our data processing practices for 1.1.1.1 applications (which are not subject to this policy) differ from our data processing practices for 1.1.1.1 parsers, as described below.

- JQCDN processes end-user interactions with our customers' Internet properties and services. When end users access or use our customers' domains, websites, APIs, applications, devices, endpoints, and networks that utilize one or more of our services, the information processed may include, but is not limited to, IP addresses, traffic routing data, system configurations, and other information about the traffic to the customer's website, device, application, and/or network.
- End-user data that we make available to our customers through our service dashboards or other online interfaces is specifically defined as "Customer Logs".

- Contact and Domain Information: We collect data such as domain name and status, contact information (e.g., name, organization, address, phone number, and email address), name servers, DNSSEC, and approval forms (i.e., a complete WHOIS capture at the time of the transfer to our system, including the IP address that initiated the transfer).
- Network Data: JQCDN collects and stores Network Data, which is server, network or traffic data created, compiled, analyzed, generated or derived by JQCDN in the course of providing the Services to create, compile, analyze, generate, or derive models, observations, reports, analyses, statistics, databases, and other information, including information needed to help JQCDN identify, analyze, mitigate, prevent, and stop malicious activity. Examples of network data include service uptime and service availability metrics, request volume, error rates, caching rates, source and nature of malware, and IP threat scores.
- How we use the information we collect JQCDN will only process Personal Information in a manner that is compatible and relevant to the purposes for which it was collected or authorized. In general, for the data categories described in Section 2 above, with the exception of 1.1.1.1 Parser User Data, we may use your Personal Information to:
- Provide, operate, maintain, improve and promote the website and services for all users;
- To enable you to access and use the Website and the Services;
- Process and complete transactions and send you relevant information, including purchase confirmations and invoices;
- Send transactional messages, including responses to your comments, questions, and requests; provide customer service and support; and send technical notifications, updates, security alerts, and support and administrative messages;
- Comply with legal obligations and investigate and prevent fraudulent transactions, unauthorized access to services and other illegal activities;
- For other purposes for which we have your consent.
In addition, we may use the information we collect from attendees, site visitors and registrants, as well as customer account information, for the following purposes:
- To send commercial communications based on your communication preferences, such as to provide you with information about our and our partners' products and services, features, surveys, newsletters, offers, promotions, contests and events; and to send other news or information about us and our partners. - Processing and delivery of contest or sweepstakes entries and prizes;
- Monitor and analyze trends, usage and activity related to the Site and the Services and for marketing or advertising purposes;
- Personalize the Site and Services, including by providing features or content that match your interests and preferences;
- Registering visitors to our offices and managing the confidentiality agreements that visitors may be required to sign are dealt with here to the extent that there is a legitimate interest in protecting our offices and confidential information from unauthorized access;
- Public DNS resolver users. We use the information we collect from users of the 1.1.1.1 parser to operate and improve the 1.1.1.1 parser, such as to assist us with debugging in the event of a problem. Our 1.1.1.1 resolver service does not store personal information about 1.1.1.1 resolver users. We do not combine any information collected from DNS queries with any other JQCDN or third-party data in any way that would identify an individual end-user.JQCDN may store aggregated data, as outlined in our 1.1.1.1 Resolver Privacy Commitment, in order to provide support for the JQCDN Radar and to assist JQCDN in improving the JQCDN service , for example, to improve the overall performance of the JQCDN parser and identify security threats. - Information from third-party services. We may combine the information we collect as described in Section 2 with personal information we obtain from third parties. For example, we may combine information entered on JQCDN sales submission forms with information we obtain from third-party sales intelligence platform providers to enhance our ability to market our services to customers or prospects.
- data aggregation JQCDN may aggregate our data about our customers, administrators, and end users. For example, we may aggregate data to determine how web crawlers index the Internet and whether they are involved in malicious activity, or to compile web traffic reports and statistics. Aggregated data that is not personally identifiable may be shared with third parties.
- information sharing We partner with other companies that provide us with services to help us operate our business and the JQCDN Services ("Service Providers"). These companies provide services to help us provide customer support, process credit card payments, manage and contact existing customers and administrators and sales leads, provide marketing support, and otherwise operate and improve our Services. These Service Providers may only process Personal Information in accordance with our instructions and in compliance with this Privacy Policy, our contracts with these Service Providers, and other applicable confidentiality, data protection and security measures and regulations.
Specifically, we do not allow our service providers to sell any of the personal information we share with them or to use any of the personal information we share with them for their own marketing purposes or for any purpose unrelated to the services they provide to us.
In addition to sharing with the service providers listed above, we may share your information with others in the following circumstances:
- Within the JQCDN Group (defined for the purposes of this policy as JQCDN, Inc. (USA) and its subsidiaries, see Section 15);
- with our resellers and other sales partners who may help us distribute our services to customers;
- Share information with app developers when you install apps from our app marketplace;
- in the event of a merger, sale, change of control or reorganization of all or part of our business;
- When we are asked to disclose personal information in response to a subpoena, court order or legal process, or to establish or exercise our legal rights or to fight a legal claim. (Learn more about how we handle law enforcement requests);
- Where we have a good faith belief that the sharing is investigating, preventing or taking action in response to illegal activity, suspected fraud, a potential threat involving the physical safety of any person or a breach of our Website Terms of Use, Self-Service Subscription Agreement and/or Enterprise Subscription Terms of Service; or as otherwise required under our legal obligations; or
- or as otherwise you may agree from time to time.
Additional information shared
- Public DNS resolver users.JQCDN does not share 1.1.1.1 parser logs with any third parties, except for anonymized logs shared with APNIC under the Research Collaboration Agreement. More information about 1.1.1.1 parser-specific information sharing can be found here.
- registrant. If you purchase a domain name from JQCDN's registration services, we are required by ICANN (the Internet Corporation for Assigned Names and Numbers) and the relevant top-level domain name registries to collect registrant data for domain name registrations and to do so through the WHOIS protocol. We may also be required to share this public data with ICANN, the relevant registries, and other providers with whom we contract to provide domain name services in response to lawful requests, in addition to lawful requests from third parties. Registrant data may include domain names, registrant names and other contact information, and name server information. Please see our Domain Name Registration Agreement.
- Marketing and advertising partners. Our marketing and advertising partners may collect or receive personal information about you and/or collect certain information about your interactions with our website or your e-mail communications with JQCDN, including through the use of cookies, beacons and similar technologies, in order to gain insights that may help us market and advertise our services to you. You may opt out of such sharing by using our "Cookie Preferences" link on the JQCDN.com home page (or the "Your Privacy Choices" link in the U.S.).
In addition, we may provide your e-mail address or other limited account information to these marketing and advertising partners. You may obtain this information by sending an e-mail tosar@jqcdn.comOpt out of such sharing.
These partners' use of your information will be based on their own privacy policies. We share such personal information for business purposes.
California residents can find additional information on data sharing for marketing and advertising purposes and their data subject rights in Section 16 below.
- Notification to residents of the European Union, the United Kingdom and Switzerland References to "personal information" in this Privacy Policy are to "personal data" as defined under the European Union ("EU") General Data Protection Regulation ("GDPR") and its United Kingdom ("UK") GDPR counterpart. "JQCDN is the data controller of Personal Information collected from all of the above categories of data subjects, except that JQCDN is the data processor of customer logs, administrative user logs and certain account settings information. account settings information. - International information transfer JQCDN is a global company based in the United States. We store your information primarily in the United States and the European Economic Area. In order to facilitate our global operations, we may transfer and access such information from around the world, including for purposes of JQCDN Group operations in other countries.
Whenever JQCDN Inc. transfers personal information from one country to another JQCDN Group company or to a third-party service provider or partner in a different country, we implement appropriate safeguards that comply with the laws of the country from which the data was exported. When JQCDN transfers personal data from the EEA, Switzerland, or the United Kingdom to the United States, we rely on our certifications to the EU-U.S. Data Privacy Framework (EU-U.S. DPF), the Swiss-U.S. DPF, and the UK Extension to the EU-U.S. DPF. In the event that these certifications lapse or otherwise become invalid, JQCDN relies on standard contractual terms, including, where necessary, supplemental measures, for transfer to the United States. We also use standard contractual terms for other international transfers from the EEA, Switzerland or the UK.
Self-Certification Data Privacy Framework
JQCDN complies with the EU-U.S. DPF, the U.K. Extension to the EU-U.S. DPF, and the Swiss-U.S. DPF as set forth by the U.S. Department of Commerce.JQCDN has certified to the U.S. Department of Commerce that it adheres to the Principles of the EU-U.S. DPF for the processing of personal data received pursuant to the EU-U.S. DPF and the U.K. Extension to the EU-U.S. DPF. JQCDN has also certified to the U.S. Department of Commerce that it adheres to the Swiss-U.S. Data Privacy Framework Principles (Swiss-U.S. DPF Principles) for the processing of personal data received under the Swiss-U.S. DPF. In the event of any conflict between the terms of this Privacy Policy and the EU-U.S. DPF Principles and/or Swiss-U.S. DPF Principles, the Principles shall take precedence. In accordance with the provisions of the EU-US DPF, the UK Extension to the EU-US DPF and the Swiss-US DPF (collectively the "DPF"), JQCDN is committed to resolving complaints under the DPF Principles relating to our collection and use of your personal data. Under the DPF, JQCDN undertakes to refer unresolved complaints to TRUSTe, an alternative dispute resolution provider based in the United States. We may need to respond to lawful requests from public authorities, including to fulfill national security or law enforcement requirements, based on Personal Information received under the EU-U.S. DPF, the U.K. Extension to the EU-U.S. DPF, and the Swiss-U.S. DPF.
JQCDN is responsible for the processing of Personal Information received in accordance with the DPF Principles and subsequently transferred to third parties acting as its agents. If JQCDN's agent processes such personal information in a manner inconsistent with the DPF Principles, JQCDN will continue to be liable under the DPF Principles unless JQCDN demonstrates that it is not responsible for the events that led to the damage.
- Data subject rights and choices JQCDN recognizes the data protection rights of individuals. You have the right to access, rectify, update, transfer or delete your personal information and to restrict or object to the processing of your personal information (each a "Rights Request"). You can send a Rights Request by e-mail tosar@jqcdn.com, we will respond within thirty (30) days. Customers and Administrative Users may also access, correct, export or update their account information by editing their profile or organization record on JQCDN.com.
Please note that before we can complete your rights request, we need to verify that your identity matches the data you are requesting to exercise your rights. You can expect to receive the verification email in a separate email to the email address associated with the personal information you have stored on file. If you are acting as an authorized agent to make a rights request on behalf of another person, we require that (a) the data subject must verify his or her identity and confirm directly with JQCDN that it provides permission for the authorized agent to submit the rights request, or (b) the authorized agent must be authorized by the data subject in accordance with the laws of the jurisdiction in which the data subject is located, or (c) the rights request must otherwise be submitted in accordance with applicable privacy laws.
For any rights request, we need to verify that the requester is asking for information about themselves before we can help. If a rights request may involve another individual's personal information, we must balance the request against the risk of violating another person's privacy rights. We will comply with rights requests in accordance with applicable law or the requirements of the Swiss-U.S. or EU-U.S. data privacy frameworks. If your rights request is denied, residents of Virginia and Colorado may appeal by responding to the email notifying them of the denial or by submitting a rights request, which JQCDN will respond to within sixty (60) days. In the EEA, the UK and Switzerland, you also have the right to file a complaint with the supervisory authority.
Please note that we do not retain any personal information about users of the 1.1.1.1 parser that would be subject to the rights claim above. In addition, JQCDN has no direct relationship with end users. Even though "JQCDN" may be indicated as the authoritative nameserver for a domain, we have no control over the content of the domain unless JQCDN is the owner of the domain. Therefore, we rely on our customers to comply with their obligations under applicable data protection laws to ensure that the legal requirements of the Rights Request are met. If an end-user requests that we fulfill a Rights Request, we will direct that end-user to contact the client's website with which they are interacting directly. Our clients are responsible for ensuring compliance with all applicable laws and regulations relating to users of their websites.
- communications preference JQCDN will send you commercial communications based on the communication preferences in your account settings, and JQCDN will also send you service-related communications. You can do this by clicking on the "unsubscribe" link at the bottom of such emails, through your JQCDN account settings, or by sending a request tounsubscribe@jqcdn.comto manage the business communications you receive.
- Data security, data integrity and access We take all reasonable measures to protect the information we receive from you from accidental or unlawful destruction, loss, alteration and unauthorized disclosure or access. We have put in place appropriate physical, technical and administrative measures to protect and safeguard your information and use privacy-enhancing technologies such as encryption. - Data retention We store your personal information in accordance with the business purposes listed in section 3 of this policy or as required by legal obligations. The criteria we use to determine how long we store personal information will vary depending on a number of factors. We generally consider the following factors when determining data retention:
- The purpose for which personal information is collected in the first place. For example, if you have an active account with us, we need to retain your contact information throughout that time in order to provide you with support or to contact you;
- The volume, nature and sensitivity of the personal information we process;
- Potential risks of unauthorized use or disclosure of personal information;
- Can we achieve processing purposes with less data or otherwise;
- Legal requirements applicable to the data, such as applicable statutes of limitations or contractual obligations.
When the retention period for a certain type of data expires, we will delete or destroy that data. If we are unable to do so for technical reasons, we will implement appropriate security measures to prevent further use of the data.

Your California Privacy Rights
As a California resident, you have the rights listed below. However, these rights are not absolute, and in some cases we may deny your request under the law.

- Opting Out of Selling or Sharing. You can ask us not to "sell" or "share" your personal information because "selling" and "sharing" are clearly defined in the CCPA. In order to submit a request under the CCPA to exercise your right to know, access, or remove, please follow the Rights Request Submission Instructions detailed in Section 8 above. Please note that we reserve the right to confirm your California residency in order to process your request and may need to confirm your identity in order to process certain requests using the verification methods described in Section 8. For example, we take reasonable precautions to verify the identity of California residents submitting requests to delete or access Personal Information.
Right to opt out of the sale and sharing of your personal information
JQCDN does not "sell" your personal information in the traditional sense (i.e., in exchange for money). However, like many companies, we use services that help provide you with interest-based advertising and may transfer personal information to business partners for their use. Providing personal information (such as online identifiers or browsing activity) to these companies may be considered "selling" or "sharing" your personal information under the CCPA.
You may request to opt out of such "selling" or "sharing" of your personal information by using the "Your Privacy Choices" link below.
In addition, some Internet browsers offer the option to enable opt-out signals, such as global privacy controls, which allow you to tell a website that you do not want your online activities tracked. JQCDN responds to these signals by processing them as requests to opt out of "selling" or "sharing" your personal information.
Please note that you will still see some advertisements regardless of your choice. We do not impose verification protocols for processing opt-out requests unless we have reason to question the authenticity of the requestor's identity, in which case we may ask for evidence of identity and California residency.
